Dr. Blumenthal manages RLA support to the Department of Transportation to improve oversight and reporting of departmental property and space management processes and procedures. Her  career has involved analysis, research, and effective communication of law and policy. Her expertise is in consumer finance, affordable housing, land use regulation, and economic resilience, with an emphasis on qualitative research. She spent more than a decade as a regulatory lawyer working on consumer financial protection issues, both in the private and public sector. Dr. Blumenthal blended her legal expertise and research skills as a member of the Consumer Financial Protection Bureau implementation team, leading work on development of new mortgage lending application disclosures. She was a Senior Research Associate at the Urban Institute after working at the U.S. Department of Housing and Urban Development. She has a BA in English from Cornell University, a JD from University of Michigan School of Law, and a PhD in public policy and public administration from the George Washington University.
