Mr. Thomas oversees RLA’s research, analysis, and communications programs. He supports commercial, nonprofit, and government clients by coordinating cross-functional teams of analysts, writers, and software developers. Mr. Thomas draws on broad experience in research, policy analysis, program evaluation, and communications to help organizations clarify their challenges and develop and implement effective solutions. He ensures that RLA associates have the resources needed to provide the highest level of service. In addition, Mr. Thomas serves corporate functions including administering information systems, recruiting and training new staff, preparing proposals, strategic planning, and developing policies and procedures. Before joining RLA in 2014, Mr. Thomas worked for the IDA Science and Technology Policy Institute, where he provided research and analytical support to the White House Office of Science and Technology Policy and other federal agencies on scientific issues of national importance. Mr. Thomas holds a BS from Columbia University and is a certified Project Management Professional (PMP).
